Daniel advises alcohol, hemp beverage, tobacco, and nicotine companies on regulatory compliance, licensing, and commercial matters across multiple jurisdictions. Licensed in multiple states, including Massachusetts, Washington DC, Virginia, North Carolina and Texas. Daniel works with manufacturers, importers, distributors, suppliers, and retailers operating in highly regulated industries.

His practice focuses on matters involving alcohol beverages, hemp-derived beverages, vapor products, cigars, and nicotine products, including licensing, FDA and TTB compliance, labeling and advertising review, PACT Act compliance, excise tax matters, contracts, and operational compliance strategy.

Prior to private practice, Daniel served as in-house counsel for several tobacco, vapor, and hemp companies, giving him practical insight into the operational and regulatory challenges facing businesses in rapidly evolving industries. Fluent in Spanish, Daniel has lived and worked throughout Spain, Mexico, Latin America, and the Caribbean.

Lior assists clients with licensing, regulatory compliance, and operational legal matters involving the production, importation, distribution, and sale of beer, wine, spirits, and emerging hemp beverage products. He regularly works with businesses navigating complex regulatory frameworks and licensing requirements, including matters involving the New York State Liquor Authority, and advises on structuring compliant distribution models and market entry strategies. In addition to his regulatory practice, Lior counsels clients on a broad range of corporate and commercial matters, including entity formation, corporate structuring, commercial agreements, and ongoing general counsel services.
